Project Vision

The Cove adds 220 thoughtfully designed residential units with 56 income restricted affordable housing rental units within walking distance to shopping, dining, conservation and recreation land, and MBTA Commuter Ferry and Rail Stations. The development delivers a mix of luxury market-rate and affordable housing, with structured parking facilities, in a walkable, transit-accessible setting—advancing the Town of Hingham’s housing production goals while respecting the scale and character of the surrounding neighborhood.

Legal Strategy

DTM Law represented a national developer throughout the Chapter 40B permitting process. Attorneys Jeff Tocchio and Scott Golding led a constructive public hearing process before the Zoning Board of Appeals, coordinating with town officials, consultants, and neighbors to address traffic, design, and environmental considerations. The project required extensive negotiation and community engagement to secure local support, ultimately allowing the community to reach the Subsidized Housing Inventory (SHI) threshold necessary for “safe harbor” status under state regulations.

Outcome

The Cove represents a successful balance of smart growth, affordability, and local collaboration. The completed project, which sold for over $139 million in 2021, illustrates how Chapter 40B can be applied strategically to deliver client investment returns as well as achieve municipal and state housing and transportation goals.
