Project Vision
Brightview Norwell transforms the former St. Helen’s Catholic Church property into a 174-unit senior housing community, offering a continuum of care for residents aged 62 and over. The development includes independent living apartments, assisted living suites, and memory care units, complemented by communal dining, a salon, theater, library, art studio, card/game room, fitness and yoga studios, laundry facilities, and on-site health and therapy services. By providing maintenance-free housing with supportive amenities, the project aligns with Norwell’s Housing Production Plan to expand senior housing options while preserving the town’s character and diversity.
Legal Strategy
DTM Law—led by Attorneys Jeff Tocchio and Scott Golding—guided the regional developer through a collaborative planning and permitting process. The team worked closely with town professional staff, Planning Board, neighbors, and technical consultants to design a project that met municipal goals. DTM Law drafted and advocated for creation of a Senior Housing Overlay Zoning District allowing for development of the site and assisted in securing its approval at an annual Town Meeting. DTM Law then obtained necessary local permits and approvals, ensuring compliance with zoning, environmental, and design requirements.
Outcome
With local approvals now finalized, DTM Law will continue to work with the client development team to secure state highway and wastewater permits required.
Construction is anticipated to begin in 2026. Brightview Norwell will deliver much-needed, supportive senior housing in a walkable, community-centered setting. The project not only advances Norwell’s housing objectives but also preserves a landmark property, demonstrating how thoughtful overlay zoning and stakeholder engagement can advance both municipal planning goals and quality of life for seniors.
